As per the Canadian Copyright Act, there is a 29¢ levy on every blank CD sold in Canada. This levy is, in fact, a royalty, set by the Copyright Board of Canada. It is to be collected by all re-sellers of blank CDs and remitted to the Canadian Private Copying Collective (CPCC). The royalty is used to pay musicians and songwriters as a form of compensation for unauthorized duplication of music.
